Fitri Utaminingrum lahir di Surabaya, Jawa Timur, Indonesia. Dia menyelesaikan pendidikan SMP dan SMA di SMPN 5 dan SMAN 4 Malang. Gelar Sarjana Teknik Elektro dia peroleh dari Institut Teknologi Nasional (2000-2004), sedangkan gelar Magister Teknik (MT) di bidang Teknik Elektro di peroleh dari Universitas Brawijaya Malang pada tahun 2007. Selain itu, ia memperoleh gelar Doktor Teknik (Dr. Eng) di bidang Ilmu Komputer dan Teknik Elektro dari Kumamoto University, Jepang pada tahun 2014. Dia juga telah berhasil menyelesaikan International Joint Education Program from Science and technology di Graduate School of Science and Technology, Kumamoto University, Japan.

Dia  pernah bekerja sebagai dosen paruh waktu di beberapa institusi, seperti Sekolah Tinggi Teknik Angkatan Darat (STTAD) dari tahun 2006 sampai tahun 2007. Sekolah Tinggi Teknik Atlas Nusantara (STTAR) mulai dari tahun 2006 sampai tahun 2007. Selain itu, dia juga telah mengajar mahasiswa Vocational Education Development Center (VEDC) Malang pada tahun 2007 dan Malang Joint Campus (MJC) di tahun 2007. Saat ini dia telah menjadi dosen penuh di Universitas Brawijaya mulai dari tahun 2008
